Legislation changes to speed up Games procurement requirements

In an unsurprising and considerably overdue move, the Brazilian Federal Government has raised the idea of altering the existing regulations for public tenders to add flexibility and speed up the overall process to assist the realisation of World Cup 2014 and Rio 2016 projects within required timeframes.

Sport Minister Orlando Silva commented late last week that the idea is to “create mechanisms that simplify some contracts and facilitate the contracting of some services”, with one of the key proposed changes being the reversal of the existing tender process, such that initial quotes are received before more detailed analysis of a project takes place.

The federal opposition raised questions over the possibility that the proposed changes would open loopholes for fraudulent behaviour.
